Why 311

Why we price by population, not by seat

Per-seat pricing punishes cities for getting more people involved. Sentra 311 is one plan priced by population, with unlimited staff, residents and field workers for every city.

Most business software is priced per user. That makes sense for a sales team. It makes less sense for a city, where the goal is to get more people using the system: more crew members closing jobs from the field, more office staff answering calls, more residents reporting problems.

Sentra 311 charges one flat yearly rate set by your city's size instead.

One plan

There is one plan, and every city gets everything in it: the report page and widget, the resident app, the AI chat, the staff portal, dispatch, the worker app, dashboards, reports and the rest. Your price is set by your city's population. That's the only thing that changes it: no per-seat fees, no feature tiers, no add-ons, AI included.

Setup and training are part of onboarding: loading your request types and routing, applying your branding, setting up your staff and training dispatchers and crews over Teams. We also help you import past requests from your old system.

The pricing page lists everything included. For your city's rate, get your price and we'll send a written quote.

What "unlimited" means

Every city gets unlimited staff, unlimited residents and unlimited field workers. There is no charge per worker in the worker app. Office staff are unlimited too, so every dispatcher, call-taker and department head can have their own login.

We made field workers unlimited on purpose. A per-seat price creates a quiet incentive to share logins or keep crews off the system, which defeats the point. Every crew member should have their own login so their work is recorded under their name.

Why city size works

Population is a fair proxy for how much a city will use a 311 system: more residents, more streets, more requests. It's also a number every city already knows and nobody has to estimate. It doesn't change when you hire a seasonal crew or reorganize a department.

It also keeps budgeting simple. Your rate doesn't change because public works added two people this year.

What's included

AI features are included, not sold as an add-on. That covers the type suggestion on the report page, the chat that files requests and the knowledge base answers. English and Spanish are included too.

Some features are still being built. Text message updates and single sign-on are on our roadmap and will be included for every city when they ship. We'll always tell you which features are live today.

Multi-year agreements and renewals

Cities that sign for multiple years get a discount; ask us for the options. Renewals are predictable: by default the rate rises by a 3% cost-of-living adjustment (COLA) each year, written into the agreement. Nothing else changes your rate except your city's size.

Suite customers

Customers of other Computer Systems Plus products, CivicCA, GOVvpat or SentraCheck, get a suite discount and the same support team. Ask us for your price.

Over 100,000 residents?

Larger cities have different needs: more departments, more integrations, sometimes a call center. If you're above 100,000, get in touch and we'll talk about what fits.

What a year looks like in practice

Take a city of 24,000 residents. It pays one flat yearly rate for a city of that size, with setup and training handled during onboarding.

That covers every feature: the website widget and hosted report page, the resident app, the AI chat, the city portal for every office staff member, the worker app for every field worker, email updates in English and Spanish, SLA escalations, dispatch and district reports. Roadmap items such as text message updates are included when they ship.

There's no extra charge as the number of requests grows, and no charge when a seasonal crew joins for the summer.

Comparing prices fairly

When you compare quotes, line up the whole cost over three years:

  1. Setup and training.
  2. The annual price, and how it changes at renewal.
  3. Per-seat costs, including field workers.
  4. Add-ons for AI, chat, translation, text messages or integrations.
  5. Data migration from your current system.

A price that looks low in year one can look different once seats and add-ons are counted.
